FLICT Donor Group - Terms of Reference
While all management decisions will be taken within the Project Unit and the Steering Committee (according to their respective terms of reference), the Donor Group retains policy responsibility. It focuses on the overall design, objectives and monitoring of the performance as well as management of funds flow in accordance with the strategy defined by the Steering Committee.
The specific roles and functions of the Donor Group are:
- Define FLICTs overall goal, objectives and deliverables.
- Review FLICT overall progress on a bi-annual basis
- Assist in mitigating risk on FLICT and advise in resolving FLICT issues
- Provide final acceptance of strategic decisions by the Steering Committee
- Determine co-funding arrangements and decide on adding on donors to FLICT
- Promote donor co-ordination and representation of FLICT within donor community
Powers and responsibilities include:
- Right of veto in circumstances where members regard that any actions or decisions of the Steering Committee conflict with policy
- Right to be consulted on changes to structure, composition and appointment of Steering Committee and National Coordinator
- Right to participate as observers in Steering Committee meetings on a voluntary/ rotational basis (or combination) depending on specific interests
- Right to take the final decision on new donor participation (after prior consultation of the Steering Committee)
- Right to be informed and take final decisions on politically sensitive issues (after prior consultation of the Steering Committee)
Composition of Donor Group
Every donor contributing to FLICT nominates a representative for the Donor Group. Interested and potential new donors may be invited to attend a meeting with observer status. At the moment four bi-lateral donor agencies support FLICT: the German Ministry for Economic and Development Cooperation (BMZ/FRG), the Department for International Development (DFID/UK); the Australian Agency for International Development (AusAID/AUS) and the Danish (DANIDA/DK).
Communication of Donor Group and Steering Committee
The Donor Group meets on a bi annual basis but receives all quarterly progress reports submitted to the Steering Committee and the minutes of the Steering Committee meetings. The Donor Group communicates to the Steering Committee the outcomes of its bi-annual meetings mainly through written minutes. The bi annual Donor Group meetings coincide with quarterly Steering Committee meetings so that a close exchange and joint meetings are possible if requested by the Steering Committee or the Donor Group. The National Coordinator and the International Advisor attend both the Donor Group and Steering Committee meetings as observers. They may be used by the Steering Committee and the Donor Group as additional support in the communication between the two entities.
